Whee, I had some spare moments so I made a new Tutorial for you to try out (I've saved a few Tutorials in my memories which I'm gonna try out in my next icon batch ♥, can't wait!:

A Tutorial to make this style icon!
This Tutorial is quite easy so anyone can make it in Photoshop, hope you have lots of fun and get some awesome results :)
To begin get your image and crop and resize it to fit a icon size.
Once this is done duplicate the image and set the blend as Soft Light to enhance it.
Create a new layer and fill it with this exclusion setting the opacity as 32%
Next apply this brush by

gothic_nyx in white on a new layer.
Alrighty, the next step is to use the magic wand to select the area in the middle like so.
Then select the original picture layer and copy then paste the selection.
After you’ve done this, select the layer you just pasted and select image>adjustment>desaturate…you’ll have something like this =D (enhance the black and white image if you have to using curves or by duplicating it and soft light)
Add lettering yourself and this accent by
