Crop your image to fit 100x100 and duplicated this layer setting it to screen (you may or may not need to do this depending on the darkness of your picture)
Duplicated this layer again setting it to hard light
Create a new layer and fill with this color
Set as Exclusion with Opacity 32%
Create a new layer and fill with this color
Set that layer as overlay and you will get this
Now use the rectangular tool and draw a rectangle for where you want the text, set this as Multiply
Finally add some text and tiny text and you're done ^^
